Residents of D.C. and Puerto Rico:

  • can freely travel within the United States,
  • have representation in the Electoral College,
  • have voting rights in the presidential primary,
  • have autonomy over their own budget,
  • have two voting members in the U.S. Senate,

  • have a governor who can mobilize the National Guard.
