Benjamin Rush was a signatory of the U.S. Declaration of Independence, and a civic leader from Philadelphia, Pennsylvania. During the American Revolution, Rush was a Pennsylvania delegate to the Continental Congress, and he served as Surgeon General of the Middle Department of the Continental Army. In his essay "Address to the People of the United States," published in 1787 in support of ratifying the U.S. Constitution, Rush argued that the American Revolution was not yet complete, even though the war had ended.
